CLUB BYLAWS & SAFETY RULES
New River R/C Modelers Safety Rules

GROUND RULES

1.  Flying is restricted to club members and their guests, provided they have a current
AMA membership.

2.  Cars must be parked in the designated areas only.

3.  It is strongly recommended that members do not fly alone.

4.  On arrival at the field, the frequency board shall be marked before operating.


5.  Flight boxes and models being prepared for flight shall be restricted to the pit area.

6.  Shelters may not be used as a pit area for the purpose of running of engines or
break-in of engines.

7.  When engines are run up to full throttle in the pits, keep bystanders out of the
propeller arc.

8.  Extended running of engines for break-in purposes in the pits is not allowed.

9.  Do not aim prop wash at other modelers or their models.

10.  Spectators are welcome but must remain in the designated area.

11.  Anything you bring to the flying field shall be removed when you depart.

12.  Pets shall be confined to the spectator area.

13.  Children are not permitted beyond the spectator area unless under the direct
supervision of an adult.

14.  Members must display a club identification card.

15.  Two violations of any of the Flight Rules will lead to flying privilege being
suspended for the day. This will be at the discretion of any club officer at the field or in
absents of a club officer, three club members

16.  Arguments or altercations will NOT be tolerated at the flying field; automatic
suspension of flying privilege for the day will be imposed.   Incident will be reviewed by
the club President for further possible action.   This rule applies to flying or non-flying
club activies.

FLIGHT RULES


1.  Taxing a model through the pit area is prohibited.

2.  Takeoffs and landings must be made only on the active runway in a direction into the
wind.

3.  Hand launching is permitted only from the designated area, not from the pits.

4.  If a model must be carried out onto the runway for a takeoff, this intention must be
previously announced to any other pilots. Members pursuing this practice must promptly
clear the runway when the model is released.

5.  Pilots must stand only in the marked “pilots box”. Only pilots, instructors and spotters
are permitted to stand in the pilots box.

6.  No person shall stand on the edge of the runway.

7.  All takeoff and landing attempts shall be previously announced to other fliers.

8.  A landing aircraft has the right of way over any aircraft taking off.

9.  A “dead stick” aircraft has the right of way over all others.

10.  When an engine goes dead in flight, shout “dead stick” loudly several times to warn
others of the impending landing.

11.  In any case of model malfunction in the air (radio or mechanical) promptly
announce the problem to the other fliers in a loud voice.

12.   Any person wishing to retrieve a model from the runway shall previously announce
this intention to other filers.

13.  No engine restarts shall be made on the runway.

14.  There shall be no flying over the pits, spectator area, parking lot ( or any area
where people are permitted to congregate).

15.  Low fly-pasts are not permitted closer to the pilots box than 25 ft.

16.  No hovering is permitted at or near the flight line unless performed directly in front
of your pilot station.  All other hovering and 3D maneuvers will be performed out
towards the middle of the flying field and AWAY from the flight line and other pilots.

17.  No more than 5 models are permitted in the air at once.

18.  There shall be no flying before daybreak or after dark.

19.  There shall be no flying during runway mowing operations.

20.  No person shall attempt to fly a model without being accompanied by an instructor
unless they have reached the minimum flight proficiency level.

21.  Gasoline fueled modelers shall have a fire extinguisher in their pit area.



New River R/C Modelers Bylaws

      ARTICLE 1: NAME
A.        The formal name of this organization shall be “New River R/C Modelers” and it
shall be also know and designated by the short title “NRRCM”.

B.        The location of the flight field is Sod Pro sod farm Riggs Rd., Hubert,NC


ARTICLE 2: OBJECTIVES
      The objectives of this club shall be and not limited too:
     
A:        To promote the design, construction and operation of radio controlled models.

B:        To promote the free exchange of ideas among members and other
organizations of like purpose.

C:        To promote new members.

D:        To contribute to the sport, fellowship and the enjoyment of radio controlled
models.
     

ARTICLE 3: OFFICERS
The officers of this organization shall consist of a President, a Vice-President, a
Secretary, Treasurer and a Safety Officer
      

ARTICLE 4: DUTIES OF OFFICERS
              
A: President: The President shall:
                      : Preside at all meetings
                      : Appoint committees as necessary
                      : Act as executive officer of the organization
            
B: Vice-President: The Vice-President shall:
                      : Assume the duties of the President during the absence of the President.
                      : Act as chairman of all permanent committees
                      : Be responsible for the maintenance of the club membership records
            
C: Secretary: The Secretary shall:
                      : Keep a record of all meetings
                      : Carry on any necessary correspondence
                      : Keep any other records necessary to this office
            
D: Treasurer: The Treasurer shall be responsible for:
                      : Collecting of dues
                      : Collecting any money owed to the organization
                      : Paying out of the treasury any money owed by the organization
                      : Keep adequate financial records
                      : Make monthly financial reports
            
E: Safety Officer: The Safety Officer:
: Shall develop NRRCM field rules that are in accordance with the AMA Safety   Code
and ensure that these rules are posted at field
: Is empowered to order any individual to cease any unsafe operations
: May prohibit the operation of any aircraft, which would pose a safety threat at that time
(examples: test flights at contests or under crowded conditions, operation with
obviously questionable radio and flight of a aircraft beyond the abilities of the pilot) This
does not preclude testing of new or repaired or unusual aircraft when there is no likely
threat to other fliers or spectators
: In the event of repeated disregard of the NRRCM Field Rules may recommend to the
President that disciplinary measures be taken
: At meets or contests may conduct safety inspections of all aircraft prior to first flight at
the event
: May appoint deputies to assist in establishing a safe operating environment
   

 ARTICLE 5: AUDIT
              A: The President or his appointees will make a periodic audit of the
Treasurers books

ARTICLE 6: ELECTIONS, NOMINATIONS AND TERM OF OFFICE

A: Officers for each year will be elected at the December club meeting. The officers to
be elected are: President, Vice-President, Secretary, Treasurer and Safety Officer.

B: If there are two candidates for an office a majority of votes cast will determine the
winner. If there are more then two candidates, the candidate receiving more than 50%
percent of the votes cast will win. If there is no majority the two candidates receiving the
most votes will compete in a run-off ballot.

C: Written, secret ballots will be used. To cast a vote the voter must have paid all dues
for membership to the club.

D: The term of office for all officers is one year, commencing at the January meeting
and ending at the next January meeting of the following year.

E: If the President is unable to complete his term of office the Vice- President shall
assume the Presidency. If any other officer is unable to complete his term of office the
President shall appoint a successor to serve out the un-expired term.
    

ARTICLE 7: MEMBERSHIP
            
A: There are 4 classes of membership:
                      :1. Open Membership: 19 years of age and above
                      :2. Family Membership: Members of the immediate family of an Open
Membership member
:3. Youth Membership: Up to the age of 18 years of age, with a parent’s
Signature
:4. Associate Membership: Proof of membership with another club needed.
    

ARTICLE 8: DUES
              
A: Effective January 1st. of each year dues to NRRCM are due, a grace period of 31
days
is allowed for the collection of dues by the Treasurer.

B: Open members who join at any time other than January 1st. will pay dues pro-rated at
1/12 the annual dues per month for the balance of the year.

C: All other classes of membership will pay the entire dues regardless of the date of
joining.

D: Open members who are late paying their dues on the January 1st. deadline, must still
pay the entire yearly dues amount.  Only three guest visits to the flying field are allowed   
during the current year unless membership dues are paid in full.
E: Membership Amounts
      : 1. Open Membership:    $40.00 Per Year
      : 2. Family Membership: $10.00 Per Year (per family member)
      : 3. Youth Membership:  $20.00 Per Year
: 4. Associate Membership: $25.00 Per Year (proof of membership with another   club
needed.)
    

ARTICLE 9: ALL MEMBERS OF NRRCM SHALL:
             
A: Be a member in good standing of the Academy of Model Aeronautics. Provide AMA
            membership each year.
     
B: Not violate any of NRRCM club or field rules, the standards of good sportsmanship or
good conduct at any meetings or flying session. In the event of alleged violation of this
section the following procedure will be followed:
      : 1.It is the responsibility of each club member to bring any observed serious
violations of the field rules or conduct detrimental to the club in general to the attention
of the President, or the Vice-President or the Safety Officer who will refer the matter to
the President. The matter will be held in the strictest confidence and not to be discussed
with anyone not involved.
      : 2. If the President deems the incident to be of sufficient importance, or is a
repeated offence he may appoint an Investigating Committee comprising of 3 club
members, one and only one of which must be either the Vice-President or the Safety
Officer. The complainant must be prepared to meet with the accused person. NO
ANONYMOUS COMPLAINTS will be considered.
      : 3. The Investigating Committee will exist for 30 days or until it submits it’s
report, whichever occurs first and then will be dissolved.
      : 4. The Investigating Committee will investigate the incident, first interviewing
the complainant, then any witnesses and finally discuss the matter with the person
accused of the infraction. During the investigation the accused person may request a
meeting with the complainant and the witnesses. The accused will be given an
opportunity to respond to any and all accusations and will be treated in a courteous
manner at all times during the investigation. The committee will not discuss an ongoing
or completed investigation with anyone except the individuals involved. The
recommendations of the committee will be communicated only to the President.
      : 5. The only actions that may be recommended are:
              5a: No action
              5b. Formal letter of warning
              5c. Suspension for 30 days
              5d. Expulsion from club
: 6. The report will include a record of the votes of the three committee   members.
: 7. If expulsion from the club is the recommendation, the President will make an
appropriate motion at the next regularly scheduled club meeting. The report of the
Investigating Committee will be presented so that the members present may make an
informed decision. A secret ballot will be taken, expulsion requires a two-thirds vote
from the paid members whom are present at that meeting.
      : 8. An ex-member who has been expelled may apply for membership under
ARTICLE 10 of these By-Laws after a period of one year from the date of            
expulsion.
   

 
ARTICLE 10: APPLICATION FOR MEMBERSHIP
              An applicant for membership shall:
              : 1. Be an active radio control modeler.
              : 2. Show proof of membership in AMA.
     
ARTICLE 11: MEETINGS
             
A: Meetings shall be held monthly on the 2nd Monday of each month except when a
holiday interferes. Date, time and place of the meetings shall be annound in the club
meeting minutes.

B: The President may, at his option call special meetings.

C: Meetings will be conducted in accordance with Roberts Rules of Order (RRO). The
Secretary will take minutes of all business conducted at the meeting.
     

ARTICLE 12: COMMITTEES
              
A: The President has the power to appoint any committee, both standing and temporary
as he sees fit.
      

ARTICLE 13: ALCOHOL POLICY
             
A: No alcoholic beverages are permitted at any time at the NRRCM flying site. The
                            NRRCM flying site comprises the flying field, the flight line, the pit area,
the spectator
                            area and the parking area. For the purpose of this policy alcoholic
beverages includes
                            beer, wine and liquor.
      

ARTICLE 14: NO FIGHTING
A: No fighting at the field, this includes pushing, shoving, extreme language or throwing
a punch.  Automatic suspension of flying privilege for the day will be imposed.  Incidents
will be reviewed by the club President for further possible action.  This rule applies to
flying or non-flying club activities.

     
ARTICLE 15: AMENDMENTS
              A: Amendments to the By-Laws may be considered at any club meeting.
Changes to By-
Laws may be affected by a simple majority vote of the members present at any club
meeting, provided that the proposed change has been presented in the minutes of a
prior
meeting.
